Global trends in e-cigarette regulatory compliance: A bibliometric analysis of policies and emerging challenges.

چکیده اصلی

BACKGROUND: Electronic cigarettes, commonly referred to as e-cigarettes, have spread rapidly across global markets. Their growth has created regulatory concerns involving product safety, nicotine levels, youth access, advertising practices, flavor controls, and protection of public health. Countries have adopted different regulatory approaches because of variation in public health priorities, tobacco-control policies, and legal systems. Bibliometric analysis cannot measure whether regulations are effective, but it can show how the scientific literature informing policy has developed and where new regulatory concerns are emerging. OBJECTIVE: This study aimed to map the global scientific literature on e-cigarette regulation and regulatory compliance, identify major contributors and research patterns, and detect emerging policy-related topics that require further study. METHODS: A bibliometric analysis was conducted using Scopus-indexed publications published between 2004 and August 2024. After applying predefined eligibility criteria, the final records were analyzed using VOSviewer software (Centre for Science and Technology Studies, Leiden University). The analysis examined publication growth, citation activity, co-authorship networks, institutional and country collaborations, co-citation links, keyword co-occurrence, and overlay visualization. RESULTS: The final dataset included 984 publications. The United States, the United Kingdom, and Canada were the most active countries in this research area. The University of Waterloo, King's College London, and the Ontario Institute for Cancer Research were among the leading institutions. The main journals publishing work in this field were Nicotine & Tobacco Research, Tobacco Control, and the International Journal of Environmental Research and Public Health. Keyword findings showed a gradual movement away from broader tobacco-control research toward topics such as youth vaping, electronic nicotine delivery systems, flavor regulation, public policy, and regulatory compliance. These patterns reflect changing research priorities that can support future regulatory studies and policy development. CONCLUSION: Scientific research on e-cigarette regulation has grown markedly during the past 2 decades. Although bibliometric methods cannot determine whether a policy works, they provide a structured view of how evidence in this field has developed. Future studies should combine bibliometric findings with comparative policy studies to improve understanding of how e-cigarette regulatory frameworks are implemented and what effects they produce.

این مطالعه با استفاده از تحلیل بیبلیومتریک، ادبیات علمی جهانی در مورد نظارت بر سیگار الکترونیک و انطباق آن را از سال ۲۰۰۴ تا اوت ۲۰۲۴ بررسی کرده است. یافته‌ها نشان می‌دهد که ایالات متحده، بریتانیا و کانادا فعال‌ترین کشورها در این حوزه هستند. تحقیقات از موضوعات کلی کنترل دخانیات به سمت موضوعات تخصصی‌تری مانند استعمال دخانیات توسط جوانان و تنظیم طعم حرکت کرده‌اند. این مطالعه نمی‌تواند اثربخشی سیاست‌ها را بسنجد، بلکه الگوهای رشد ادبیات علمی را نشان می‌دهد.

سیگارهای الکترونیک به سرعت در بازارهای جهانی گسترش یافته‌اند. رشد آن‌ها نگرانی‌های نظارتی در مورد ایمنی محصول، سطوح نیکوتین، دسترسی جوانان، شیوه‌های تبلیغاتی، کنترل طعم و محافظت از سلامت عمومی ایجاد کرده است. کشورها به دلیل تفاوت‌ها در اولویت‌های سلامت عمومی، سیاست‌های کنترل دخانیات و سیستم‌های حقوقی، رویکردهای نظارتی متفاوتی اتخاذ کرده‌اند. این مطالعه با هدف نقشه‌برداری از ادبیات علمی جهانی در مورد نظارت بر سیگار الکترونیک و انطباق آن، شناسایی مشارکت‌کنندگان اصلی و الگوهای تحقیق، و کشف موضوعات سیاست‌محور نوظهور که نیاز به مطالعه بیشتر دارند، انجام شد. این تحلیل بیبلیومتریک با استفاده از مقالات شاخص‌شده در Scopus منتشر شده بین ۲۰۰۴ و اوت ۲۰۲۴ انجام شد. پس از اعمال معیارهای شایستگی پیش‌تعریف‌شده، رکوردهای نهایی با استفاده از نرم‌افزار VOSviewer تحلیل شدند. داده‌های نهایی شامل ۹۸۴ انتشار بود. ایالات متحده، بریتانیا و کانادا فعال‌ترین کشورها در این حوزه تحقیق بودند. دانشگاه واترلو، کالج کینگز لندن و موسسه تحقیقات سرطان اونتاریو از جمله مراکز پیشرو بودند. مجلات اصلی در این زمینه Nicotine & Tobacco Research، Tobacco Control و International Journal of Environmental Research and Public Health بودند. یافته‌های کلمات کلیدی نشان‌دهنده حرکت تدریجی از تحقیقات گسترده‌تر کنترل دخانیات به سمت موضوعاتی مانند استعمال دخانیات توسط جوانان، سیستم‌های تحویل نیکوتین الکترونیکی، تنظیم طعم، سیاست عمومی و انطباق نظارتی بود. این الگوها نشان‌دهنده اولویت‌های تغییر یافته تحقیق است که می‌تواند به مطالعات آینده و توسعه سیاست‌ها پشتیبانی کند. تحقیقات علمی در مورد نظارت بر سیگار الکترونیک در دو دهه گذشته به طور چشمگیری رشد کرده است. اگرچه روش‌های بیبلیومتریک نمی‌توانند تعیین کنند که یک سیاست موثر است، اما نمای ساختاریافتی از نحوه توسعه شواهد در این زمینه ارائه می‌دهند. مطالعات آینده باید یافته‌های بیبلیومتریک را با مطالعات مقایسه‌ای سیاست ترکیب کنند تا درک بهتری از نحوه پیاده‌سازی چارچوب‌های نظارتی سیگار الکترونیک و اثرات آن‌ها به دست آید.

روش پژوهش

تحلیل بیبلیومتریک با استفاده از مقالات Scopus منتشر شده بین ۲۰۰۴ و اوت ۲۰۲۴ انجام شد. نرم‌افزار VOSviewer برای تحلیل رکوردها استفاده شد.

محدودیت‌ها

تحلیل بیبلیومتریک نمی‌تواند اثربخشی سیاست‌ها را بسنجد و نمی‌تواند اثرات واقعی چارچوب‌های نظارتی را تعیین کند.
