چکیده اصلی

OBJECTIVE: Hospitals play a crucial role in responding to respiratory pandemics, yet the degree of their readiness varies widely across health systems. Identifying and prioritizing the most critical indicators of hospital preparedness can guide policymakers in resource allocation and strategic planning. This study aimed to determine and rank the key indicators influencing hospital readiness for respiratory pandemics in referral hospitals in Kerman Province, Iran. METHODS: A mixed-method, multicriteria decision-making (MCDM) approach was applied. Initially, a semi-structured Delphi process involving hospital managers and experts was used to identify essential readiness indicators based on the WHO checklist and local conditions. The finalized indicators were then prioritized using the Analytic Hierarchy Process (AHP) and the Best-Worst Method (BWM). RESULTS: Eight indicators were recognized as crucial for hospital preparedness. Among them, "Appropriate Management Team and Planning" ranked highest, followed by "Provision of Human Resources" and "Provision of Medicine and Equipment." "Waste Management and Disinfection of the Environment" was identified as the least significant indicator. The consistency ratios for both methods were within acceptable limits, confirming the reliability of expert judgments. CONCLUSIONS: Effective management and proactive planning are the most influential determinants of hospital readiness during respiratory pandemics. Strengthening management structures, optimizing human resources, and ensuring essential supplies are critical steps toward enhancing health care system resilience.

این مطالعه با استفاده از روش‌های تصمیم‌گیری چندمعیاره (AHP و BWM)، شاخص‌های کلیدی آمادگی بیمارستان‌ها در برابر همه‌گیری‌های تنفسی را در استان کرمان شناسایی و اولویت‌بندی کرد. نتایج نشان داد که مدیریت تیم و برنامه‌ریزی، تأمین منابع انسانی و دارو و تجهیزات مهم‌ترین عوامل هستند.

هدف: بیمارستان‌ها نقش حیاتی در پاسخ به همه‌گیری‌های تنفسی دارند، اما میزان آمادگی آن‌ها در سیستم‌های بهداشتی متفاوت است. این مطالعه به منظور شناسایی و رتبه‌بندی شاخص‌های کلیدی مؤثر بر آمادگی بیمارستان‌ها در بیمارستان‌های مرجع استان کرمان، ایران انجام شد. روش‌ها: از رویکرد تصمیم‌گیری چندمعیاره (MCDM) با روش ترکیبی استفاده شد. ابتدا با استفاده از فرآیند دلفی نیمه‌ساخت‌یافته، شاخص‌های آمادگی بر اساس چک‌لیست سازمان جهانی بهداشت و شرایط محلی شناسایی شدند. سپس شاخص‌های نهایی با استفاده از فرآیند سلسله‌مراتبی تحلیلی (AHP) و روش بهترین-بدترین (BWM) اولویت‌بندی شدند. نتایج: هشت شاخص برای آمادگی بیمارستان شناسایی شدند. «مدیریت تیم و برنامه‌ریزی مناسب» بالاترین رتبه را داشت، به دنبال آن «تأمین منابع انسانی» و «تأمین دارو و تجهیزات» قرار گرفتند. «مدیریت پسماند و ضدعفونی محیط» کمترین اهمیت را داشت. نسبت‌های سازگاری برای هر دو روش در محدوده قابل قبول بود. نتیجه‌گیری: مدیریت مؤثر و برنامه‌ریزی پیشگیرانه مهم‌ترین عوامل تعیین‌کننده آمادگی بیمارستان در همه‌گیری‌های تنفسی هستند. تقویت ساختارهای مدیریتی، بهینه‌سازی منابع انسانی و تضمین تأمین‌های ضروری گام‌های حیاتی برای ارتقای پایداری سیستم بهداشتی است.
