چکیده اصلی

OBJECTIVES: The objective of this article is to present arguments and examples of practical tools for adjusting economic evaluations and Health Technology Assessment (HTA) to ensure that assessments of DHTs reflect current demographic challenges. METHODS: The arguments are based on a narrative review of studies of the effects of DHTs on health care professionals' workload and use of time. RESULTS: Based on the review, three recurring themes were identified: (1) the different definitions of effects on clinician time, (2) the need for quantitative assessment of effects on clinician time, and (3) the different kinds of effects on clinician time. CONCLUSION: On this basis, two suggestions for adjustment of economic evaluations and HTA are presented: by the collection of data and presentation of results on the effects of DHTs on Time Needed to Treat (TNT), and by the use of shadow prices to ensure that the costs of healthcare professionals are correctly reflected in the alternative costs.

این مقاله استدلال می‌کند که ارزیابی‌های اقتصادی فناوری‌های دیجیتال سلامت باید بر اساس چالش‌های جمعیتی تنظیم شوند. سه موضوع کلیدی شامل تعاریف متفاوت اثرات بر زمان پزشکان، نیاز به ارزیابی کمی و انواع مختلف این اثرات است. دو پیشنهاد برای اصلاح روش‌شناسی شامل گزارش زمان مورد نیاز برای درمان (TNT) و استفاده از قیمت‌های سایه برای منعکس‌سازی دقیق هزینه‌های کارکنان سلامت ارائه شده است.

هدف این مقاله ارائه استدلال‌ها و مثال‌های ابزارهای عملی برای تنظیم ارزیابی‌های اقتصادی و ارزیابی فناوری‌های سلامت (HTA) برای اطمینان از اینکه ارزیابی فناوری‌های دیجیتال سلامت (DHT) با چالش‌های جمعیتی فعلی همخوانی دارد. استدلال‌ها بر اساس مرور داستانی مطالعات درباره اثرات DHT بر بار کاری و استفاده از زمان کارکنان سلامت استوار است. بر اساس این مرور، سه موضوع تکرار شونده شناسایی شد: (۱) تعاریف متفاوت اثرات بر زمان پزشکان، (۲) نیاز به ارزیابی کمی اثرات بر زمان پزشکان، و (۳) انواع مختلف اثرات بر زمان پزشکان. بر این اساس، دو پیشنهاد برای تنظیم ارزیابی‌های اقتصادی و HTA ارائه شده است: جمع‌آوری داده‌ها و ارائه نتایج در مورد اثرات DHT بر زمان مورد نیاز برای درمان (TNT)، و استفاده از قیمت‌های سایه برای اطمینان از اینکه هزینه‌های کارکنان سلامت به درستی در هزینه‌های جایگزین منعکس می‌شوند.
